Covid-19 restrictions in Latvia

Currently a decision has been made that restrictions will apply to 28 February 2022.

People aged 7 and older must wear a face mask in all public spaces – museums and other cultural venues, stores, public transportation.


Restaurants, cafes and bars: cater to all people outside, regardless of whether they are vaccinated/ tested/ recovered. But catering indoors is only for those who can show a valid digital Covid-19 with QR code certificate proving that a person has been vaccinated against Covid-19 or recovered from it or a negative Covid-19 test.

Culture events: Vaccinated, recovered persons who can present a valid certificate with QR code may attend cultural events – concerts, art exhibitions, theatre performances, cinema.

Before arriving in Latvia

Everyone must fill in an electronic confirmation form on the Covidpass.lv website. The form must be completed within 48 hours before crossing the border of Latvia. For minors, the form must be completed by the parent/legal representative.

If you CAN provide a valid digital Covid-19 certificate proving that you are vaccinated against Covid-19 or recovered from it: you don’t need to take the Covid-19 test if you’re returning from the EU, the EEA, Switzerland, the United Kingdom and low-risk third countries.

The digital Covid-19 certificate with a QR code must be issued in the EU Member States, EEA countries, Switzerland or the United Kingdom.

Persons who enter Latvia fully vaccinated against COVID-19 in the USA, Australia, or Canada, have to receive a short-term vaccination certificate for use in Latvia, which is intended for receiving services and attending events. The short-term certificate is valid only in the territory of Latvia, it is equivalent to an interoperable vaccination certificate and valid for 30 days from the day it is issued. The short-term certificate you can recieve for free at Riga Tourist Information Centre, Ratslaukums 6, every day from 10:00-18:00. Please bring with you personal identity documents and documents confirming vaccination!

If you CAN’T provide a valid digital Covid-19 certificate proving that you are vaccinated against Covid-19 or recovered from it: you need to take a PCR test 72 hours before entering Latvia or an antigen test taken not earlier than 48 hours before entering Latvia.
